Jeff Stultz, Chief Executive Officer

Jeff possesses more than 20 years of extensive experience in hospital and inpatient rehabilitation administration. He is passionate about sharing those skills in Bloomington and the surrounding communities. He has served in various operations leadership positions with hospitals in Indiana and throughout the Midwest.

Jeff is a native Hoosier. He earned his bachelor’s degree in business administration from Indiana State University, specializing in finance and economy. He has experience in various healthcare settings including acute care hospitals, medical rehabilitation hospitals, and skilled nursing facilities.

Jeff and his wife, Jackie, have resided in Bloomington for more than 18 years. Jeff is looking forward to once again being active in the Bloomington community after years of full-time travel in his previous role. Jeff and Jackie have three grown children and five grandchildren to keep them busy.

Melissa Mitchell, MSN, RN, Chief Nursing Officer

Melissa is a nursing professional with over 30 years of clinical and leadership experience. Melissa obtained her Associate of Science in nursing degree locally from Ivy Tech Vocational College in Bloomington, Indiana. She obtained her Bachelors and Masters degrees in nursing from Western Governors University (WGU). Melissa was selected and sponsored by WGU to present her Masters degree Nursing Capstone project as a “Rising Star” at the Sigma Theta Tau International Nursing Honor Society Conference in Las Vegas, Nevada. Her capstone research project titled “The Relationship Between Nurse Education and Stroke Protocol Knowledge” is published in the Virgina Henderson Global Nursing E-Repository/Sigma Repository. Her passion for teaching and sharing her knowledge, skillset, and experience has allowed her to serve in many roles over the years in a variety of settings such as long term care, obstetrics, emergency medicine, nursing education, manager, and now CNO.

In her current role, Melissa focuses on the operations of the nursing department at BRRH to ensure that high quality, patient focused, care is provided within a culture centered around dignity, respect and compassion for patients, families and team members alike. Melissa believes that the opportunity to be a part of such a high achieving interdisciplinary team is one of the roles greatest rewards.

Melissa grew up in Bedford, where she still resides with her husband David and pups Winnie and Stella. She has 2 grown children and is proud of the kind humans they have grown up to be. Her favorite activities outside of work include spending time with her husband and kids, boating, camping, and traveling to new places to see the world.

Amanda Whitaker, Director of Therapy Services

Amanda has 15 years of clinical experience as an occupational therapist plus five years of experience as a director of therapy services. Amanda received her Master of Science in occupational therapy from Indiana University and her bachelor’s degree in marketing and management from the Indiana University Kelley School of Business.

Amanda grew up in Bloomington and happily returned after spending several years in Chicago and then Denver, working in advertising and sales management. Outside of the work environment she is busy with her 17-year-old son, family, and friends.

Gino Agnelly, Director of Pharmacy Services

A 1989 graduate of Xavier University of Louisiana, Gino brings 30 years of pharmacy experience encompassing acute care hospital, retail and home health services. A native of Ocean Springs, Mississippi, Gino most recently served as director of pharmacy services for North Alabama Medical Center in Florence, Alabama. Gino enjoys history, television, and the New Orleans Saints. He and his wife, Marlene, have relocated to Bloomington to be closer to their daughter, son-in-law and four grandsons in Clarksville, TN.

Jennifer Freeman, Director of Patient Outcomes

Jennifer has over 25 years of clinical experience in speech and language pathology with a specialty focus in treating the symptoms of Parkinson’s disease. She has earned a certificate of clinical competence from the American Speech Language and Hearing Association (ASHA). Her commitment to lifelong learning is reflected with eight ACE Awards for Continuing Education from ASHA.

Jennifer is a proud Hoosier with a master’s degree from Indiana University Bloomington in speech and language pathology. Proudly, she is a lifelong resident of the rolling, green hills of south-central Indiana. She is fascinated by the many functions of the complex human brain, home to 100 billion neurons and composed of mostly fat and water, especially, the function of memory encoding and retrieval.

She and her husband reside on a corner of the family farm that has been in her family for five generations. She has two sons and three adorable grandchildren.

Judy Bryant, Director of Compliance

Born and raised in Berkley, California, Judy started her first family in 1984 with the birth of one daughter but raised many. While surviving single parenting, Judy first followed her passion for healthcare in 1989 as a vocational/practical nurse over 33 years ago. While waiting for entrance into an RN program, she was able to start and finish her university degree in health and safety studies at the California State University, Sacramento (Sac State). Judy decided to go another direction, which turned out to be her real passion, the management of healthcare and teaching. Or as she would say “sharing knowledge.”

Judy has been a Certified Professional in Healthcare Quality (CPHQ) and Certified Healthcare Risk Management Professional (CPHRM) for many years. She has also had the opportunity to become a system healthcare risk management director, director of quality management/performance improvement, and patient safety and risk management officer with various top-notch organizations, including BRRH. Judy is a teacher at heart and willing to take every opportunity to learn, guide, and teach. Her training in the master’s program in education leadership (Sac State), as well as her previous teaching credential is a great foundation as she continues her healthcare journey.

Kyle Netter, MBA, PT, Director of Marketing & Business Development

Kyle, a physical therapist with his master’s in business administration, possesses more than 22 years of clinical, operational, and leadership experience spanning the healthcare continuum. He has worked as a clinician, healthcare operator, and healthcare consultant designing, developing, and implementing post-acute value-based reimbursement. Kyle has spent most of his career in post-acute rehabilitation where he has led multidisciplinary teams to achieve leading practice outcomes. Kyle has a passion to serve and truly enjoys collaborating with other providers to deliver comprehensive, high quality, cost-effective patient care.

In his current role, Kyle uses his comprehensive post-acute experience to lead the marketing and business development team for Bloomington Regional Rehabilitation Hospital.

Kyle received his therapy degree from Indiana University and his master’s in business administration from Indiana Wesleyan. Kyle, and his wife, Renee, are both physical therapists and life-time Indiana Hoosiers. Kyle and Renee have three children, two boys and a girl, and a crazy black lab, Nitro. In their leisure time, the Netter family can be found on the ball field watching/playing their favorite sports (baseball, football & volleyball) or traveling to any beach.

Mandy Barcus, Director of Food Services

Mandy is a Bloomington, Indiana, native and is a skilled food service manager with over 15 years of experience in a hospital setting.

She enjoys cooking and creating homestyle menus for her patients to enjoy while also helping them gain strength during their stay. She believes that providing a diverse menu and focusing on each patient’s dietary needs, in tandem with the therapy regimen, leads to the best possible outcomes.

Mandy loves being outdoors. Gardening, hiking, and campfires are her favorite activities.
